Pageviews normally reach the live feed within a few seconds of happening.
What counts as a visitor on site now?
Someone who loaded a page in the last few minutes. It is a live snapshot rather than a running total for the day, so it goes down as well as up.
Should I make decisions from the realtime view?
Use it to observe and to verify, not to conclude. A live number covers minutes, so it carries no weekday pattern, no seasonality and no comparison. Anything you intend to act on should be read from a dated report.
